OPENING OF MEETING The Chairman opened the meeting at 7.30pm. 527. APOLOGIES Apologies were RECEIVED from Cllr. Lander. The previously notified reason for absence was ACCEPTED and APPROVED and is recorded in the Absence Book Ref. 019. 528. DECLARATION OF INTERESTS Cllr. Cordwell declared a prejudicial interest in item 541. Cllrs. Mulcuck and Nunn declared a personal interest in item 534(e). Cllr. Porter declared a prejudicial interest in item 532(a)(iii). The Chairman MOVED that the policing report be taken next to enable the officer to return to his duties. 529. REPORT FROM NEIGHBOURHOOD POLICING UNIT/COMMUNITY WARDEN PC Roddick reported that there was a total of 5 crimes committed over the past month; 1 criminal damage, 1 vehicle crime, I theft from a vehicle and 2 burglaries. Last month the total crime was 17 and for the same period last year it was 16. Overall the total crime in Ditton is down 13.4% over the last year. PC Roddick also reported that the youth banned from the Community Centre and surrounding area last year has completely changed their ways. As a result of their continued good behaviour the anti-social behaviour officer is lifting their ban as a gesture of goodwill and would like the Council to consider reviewing their ban. The minutes of the meeting held on 9th February 2009, were CONFIRMED and SIGNED. 531. MATTERS ARISING There were no matters arising not included elsewhere on the agenda. 532. MINUTES OF MEETINGS HELD DURING FEBRUARY 2009 (a) For Confirmation & Signing (i) PLANNING COMMITTEE, 16TH FEBRUARY 2009 The above minutes were presented by Cllr. Mrs Throssell and CONFIRMED and SIGNED as a correct record. (ii) OPEN SPACES & AMENITIES COMMITTEE, 16TH FEBRUARY 2009 The above minutes were presented by Cllr. Mr Baker and, subject to one amendment, were CONFIRMED and SIGNED as a correct record. (iii) COMMUNITY CENTRE COMMITTEE, 17TH FEBRUARY 2009 The above minutes were presented by Cllr. Mr Beadle and, subject to amendment, were CONFIRMED and SIGNED as a correct record. The recommendation on the charging of a fee to guests to the Kilnbarn Club was READ and discussion took place regarding guests of opposing teams. (iv) PERSONNEL COMMITTEE, 23RD FEBRUARY 2009 - Herewith The above minutes were presented by Cllr. Mrs Beadle and CONFIRMED and SIGNED as a correct record. RESOLVED to RATIFY the recommendation to close the Local Government Scheme to new employees. 2. Review Sub-Committee [Page 260, item 524] RESOLVED to RATIFY the recommendation that the Clerk be made a member of the review sub-committee. The raffle held at the dance made a profit of £105.10 which will be used to make donations to local worthy causes. Cllr. Cordwell advised that it was a very enjoyable evening and asked that a vote of thanks be recorded to the staff who organised the dance. (e) Donations A list of applications, which had previously been circulated, was READ and NOTED. 536. REPORT FROM NEIGHBOURHOOD POLICING UNIT/COMMUNITY WARDEN This item was dealt with earlier in the meeting under item 529. 537. PLANNING MATTERS (a) Plans Received for Comment TM/08/03487/FL Garage conversion and single storey side/rear extension 57 Primrose Drive (b) Plans Dealt with by Tonbridge & Malling Area Sub-Committee No. 3 (c) ‘B’ Lists The following ‘B’ List was CIRCULATED, READ and NOTED:- 09/06 - 10.02.2009 (d) Agenda, Minutes, Notes of Area 3 Planning Committee Cllr. Mrs Throssell drew Members attention to the planning officer’s recommendation to grant permission, with conditions, to an application for the provision of four garages in Pear Tree Avenue. * * * * * * * * * * * * * * * * * * * * * Mrs & Mrs Williams attended the meeting regarding a request to move the dog bin which is sited on the grass verge at the rear of Scott Close. They were advised that this request will be referred to the Open Spaces and Amenities Committee for consideration. * * * * * * * * * * * * * * * * * * * * * 539. MATTERS ARISING FROM “CORRESPONDENCE FOR NOTING” Cllr. Mulcuck referred Members to an article in the KALC Parish News regarding the changes to annual holiday allocation. Cllr. Baker referred to an item in the Community Safety Partnership Newsletter regarding dog fouling. - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - The Chairman MOVED that in view of the special nature of the following items, the press and public be excluded from the remainder of the meeting in accordance with Standing Orders 27 and 50. 540. BAN UNDER SECTION 32 OF THE COUNTY OF KENT ACT 1981 A report from the Anti-Social Behaviour Officer regarding the completely changed behaviour of the youth banned from the Community Centre and surrounding area on the 30th October 2008 was READ. It was NOTED that as a gesture of goodwill for her continued good behaviour the Officer has reviewed her case and lifted their ban. The officer asks if this Council would consider reviewing its ban as a further gesture of goodwill, instead of waiting until the review date at the end of April. Discussion took place. RESOLVED to lift the ban with immediate effect. 541. ANTI-SOCIAL BEHAVIOUR IN THE KILNBARN CLUB A written complaint from a member of the Club regarding anti-social and abusive behaviour towards a fellow member in the Kilnbarn Club by a group of young members was READ together with the bar managers report. Discussion took place. RESOLVED the youths concerned be sent a warning letter advising this type of behaviour will not be tolerated and any further anti-social behaviour will result in them being banned from entering the Club and their membership being revoked. 542.
