FREEDOM OF INFORMATION ACT 2000

 

The Freedom of Information Act 2000 applies to all bodies and officer holders identified as “public authorities” listed in Part II of Schedule 1 to the Act. This Act requires that each public authority to adopt and maintain a publication scheme which has been approved by the Information Commissioner.

The Act is intended to encourage public authorities to be more open and transparent and make readily available information listed under their Publication Scheme.

Ditton parish council’s publication scheme was approved by the Information Commissioner on 4th December 2002 and the information which is available under the scheme is listed below. Please note that the parish council is only required to list information it produces. Other information is also available at the parish office and the Officers will help with locating this whenever possible. Parish office opening hours are from 9:00 to 16:00 each weekday.

PUBLICATION SCHEME

In accordance with the Freedom of Information Act 2000, the following information is available for public access. This information may be viewed at the Parish Office, by prior arrangement, any weekday between 9.00am to 4.00pm. Copies of individual items may be purchased at a cost of 5p per one-sided A4 sheet, with the exception of booklets etc., which will be charged at the published price, details of which can be obtained from the parish office.

3)  PERIODIC ELECTORAL REVIEW

This is information concerning changes to the electoral arrangements for the parish, town and community councils. It includes recommendations for the creation of new wards, the amendment of existing wards, proposals for the names of new wards and alterations to the number of councillors to be elected to the council.

Information relating to the last Periodic Electoral Review of the council area.

Information relating to the latest boundary review of the council area.

Exclusions – Copies of planning consultations, the Development Plan, Structure Plan, Local Plan and Rights of Way/Footpath maps all of which are available from the local planning and/or highway authority respectively.

Annual Statutory report by auditor (internal and external) – limited to the last financial year

Receipt/Payment books, Receipt books of all kinds, Bank Statements from all accounts – limited to the last financial year

Financial Standing Orders and Regulations

Assets register – this will include details of commons/village greens owned by the council including management schemes for commons as well as village halls, community centres and recreation grounds.

Exclusions – all commercially sensitive information e.g. quotations and tenders, loan documentation and insurance policies. With regard to quotations and tenders, this information is treated as confidential to ensure that the whole tender process is fair i.e. if tender information is released to a third party prior to the end of the tender period those who initially submitted tenders could be undercut and/or unfairly disadvantaged.
