383. OPENING OF MEETING


The meeting was opened by the Chairman at 7.30pm.

Application under section 73 for removal of condition 14 of planning permission TM/96/00238/FL (seven industrial Ditton units to allow the 24 hour movement of heaby goods vehicles.

 

GRANTED WITH CONDITIONS

RESOLVED THIS COUNCIL TO WRITE TO AREA 3 TO EXPRESS IT'S DISAPPOINTMENT THAT IT HAS GRANTED PERMISSION FOR THIS PROPOSAL AND WOULD LIKE AN EXPLANATION OF WHY 24HR MOVEMENT OF VEHICLES IS TO BE PERMITTED NOW WHEN IT WAS NOT PERMITTED ON THE ORIGINAL APPLICATION. THE REASONS FOR REFUSAL WOULD SURELY BE GREATER NOW THAN THEY WERE BECAUSE THERE WILL BE MORE TRAFFIC MOVEMENTS THAN PREVIOUSLY.

The Chairman REPORTED that he had READ these notes and there was nothing relating to Ditton.

390. AGENDA & NOTES FROM THE JOINT TRANSPORTATION BOARD

It was NOTED that there was no Agenda or Notes available..

391. DEVELOPMENT AT NEW ROAD BUSINESS ESTATE - TM/05/01013/FL

(A) LETTER FROM MR G SMITH OF CHERRY ORCHARD AND THE CLERK'S DRAFT RESPONSE

Mr Smith's letter and the Clerk's draft response were READ and NOTED.

RESOLVED TO SEND THE CLERK'S RESPONSE WITH THE ADDITION THAT THE PARISH COUNCIL HAVE REQUESTED TRAFFIC CALMING MEASURES AND THE INTRODUCTION OF A 20MPH SPEED ZONE.

(B) LETTER TO STEVE HUMPHREY RE REQUEST FOR TRAFFIC CALMING AND 20MPH SPEED ZONE

The Clerk's letter to Steve Humphrey, Director of Planning & Transportation, and his subsequent reply was READ. It was NOTED that the applicants are willing to make up the road outside the site and to provide traffic calming near the site entrance but the Council needs to contact KCC Highways department with regard to a possible 20mph speed zone.

Further discussion took place on the impact extra traffic from this site would have not only on New Road but also the "rat run" through St Peter's Road and Bradbourne Lane.

RESOLVED TO CONTACT KCC HIGHWAYS TO ASK IF THEY WOULD CONSIDER A 20MPH SPEED RESTRICTION IN NEW ROAD, PARTICULARLY NEAR THE SCHOOL. ALSO TO REQUEST A SITE VISIT ON A WEEKDAY MORNING (NOT DURING SCHOOL HOLIDAYS) AT ABOUT 8.30 - 8.45AM TO ASSESS THE FOLLOWING TRAFFIC BLACK SPOTS THAT WOULD BE AFFECTED BY AN INCREASE IN TRAFFIC:

* VOLUME OF TRAFFIC TURNING INTO NEW ROAD FROM THE LARKFIELD DIRECTION ON THE A20,

* THE TRAFFIC BUILD UP IN NEW ROAD WAITING TO TURN ONTO THE A20

* THE AMOUNT OF TRAFFIC THAT QUEUES ON THE LONDON ROAD WAITING TO TURN RIGHT INTO BRADBOURNE LANE TO AVOID THE TRAFFIC LIGHTS

* THE PROBLEM OF GETTING OUT OF ST PETER'S ROAD ON TO NEW ROAD (LOTS OF CARS PARK IN AND AROUND THIS JUNCTION FOR THE SCHOOL).
