The minutes of the meeting held on 4th July 2005, were CONFIRMED and SIGNED

194. MATTERS ARISING
(a) Page 69, Item 135: Conditions of Vehicle Lease
A communication from KCC’s Kent Fleet Business Development Officer was
READ and it was NOTED that, although they inadvertently included provision
of a replacement vehicle and a no-quibble tyre policy in their quotation,
they will abide by their offer and include them.
(b) Page 72, Item 137(b): Footpath Maintenance
A communication from the Footpaths Officer was READ and it was NOTED that
he would be willing to fund vegetation clearance, if undertaken by the
Parish Council, at the same rate currently paid to contractors. Ditton
has 5220 metres of public footpaths and the contribution would be 10p
per metre. FURTHER NOTED the officer advised that maybe further consideration
should be given to the number of cuts undertaken on some paths.
Discussion took place.
RESOLVED to invite the Footpaths Officer to a meeting to discuss the matter
further and also ask that further consideration be given to additional
cuts.
195. MINUTES OF MEETINGS HELD DURING JULY 2005
Community Centre Committee, 11th July 2005 - Herewith
The above minutes were presented by Cllr, DeSave and CONFIRMED as a true
record.
(i) REPLACEMENT TELEVISION – KILNBARN CLUB
Members were advised that it has not been possible to obtain a replacement
television for £1,200 and the cheapest quotation received is £1,500
fully fitted and working.
RESOLVED to purchase the 42” screen plasma television at a cost of £1,500
and the additional £300 be met from the Kilnbarn Social Club funds.
RESOLVED that the total cost initially be met from the Kilnbarn Club Social
funds and reimbursed after 15th September 2005.
Planning Committee, 18th July 2005

Open Spaces & Amenities Committee, 18th July 2005 – Herewith
The above minutes were presented by Cllr. Mrs Thwaites and, subject to
one amendment, CONFIRMED as a true record.
Cllr. Porter advised that he had witnessed a skip lorry drive over Kilnbarn
recreation ground to the rear of a property in Cedar Close, load up the
skip and then drive off at speed across the middle of the recreation ground.
Members expressed concern at the danger of vehicles driving over a playing
field and the fact that a letter has already been sent to residents advising
them that vehicles are strictly prohibited from driving on the recreation
ground, unless prior permission has been obtained from the Council.
RESOLVED a further letter be sent to residents in Cedar Close and Acorn
Grove, stating that, in the interest of safety to the public, the Council
will consider installing 6 metre fencing on the boundary of the recreation
ground at the rear of their properties, if this practice persists.
(i) BEST KEPT GARDEN COMPETITION
Cllr. Mulcuck advised that he recently accompanied Mr Card and Mr Maidment
to judge the nominated gardens in the Best Kept Garden Competition and
that the winner and runners-up have now been chosen.
Cllr. Mulcuck also informed the Council that the judges are planning to
retire from judging at the end of the year which means this would be their
last year judging the gardens.
RESOLVED that a special presentation be made to them at the prize giving
in September.
(d) Personnel Committee 25th July 2005
These minutes were presented by Cllr. Mrs DeSave and accepted as a correct
record.
(e) Twinning Committee, 19th July 2005
The twinning minutes, previously circulated, were READ and NOTED.
(i) BASTILLE VISIT
Cllr. Porter commented on the recent visit to Rang-du-Fliers on the occasion
of Bastille Day and the warm welcome and hospitality received. Cllr. Porter
felt that the Council ought to endeavour to develop a stronger twinning
link by becoming more involved with twinning matters.
Discussion took place and it was suggested that the Council should aim
to be represented at Twinning Association meetings whenever possible,
perhaps on a rota system. It was also suggested that a representative
of the twinning committee be invited to attend parish council meetings
to give a report.
(ii) FOOTBALL TOURNAMENT
The Clerk advised that helpers are desperately needed for the football
tournament on 13th August. The Mayor of Rang-du-Fliers and other Councillors
will be accompanying the team and will be hoping to see some familiar
faces.
If any Member is available, please let either the Clerk or Eileen Jones
know as soon as possible.

(i) REPORT OF 4TH VISIT FOR FINANCIAL YEAR 2004/2005
A report of the internal auditor’s fourth visit in the audit programme
was READ and it was NOTED that he carried out further sample testing on
the main systems of financial control and found no matters arising that
he would wish to bring to the Council’s attention.
(ii) 2004/2005 END OF YEAR REPORT
The internal audit report for financial year 2004/2005 was READ and it
was NOTED that on the basis of the sample testing performed at each visit,
the internal auditor is confident that the main financial systems were
operating securely and effectively.
198. REPORTS FROM BOROUGH & COUNTY COUNCILLORS
Borough Councillor M J Porter reported on the following matters:-
Planning application for one dwelling on land between 95 -101 New Road,
Ditton - NOTED this has been refused.
Cobdown House Development – NOTED a decision has been deferred to accommodate
a site meeting.
Communication Mast – NOTED there is nothing the Borough Council can do
to prevent the installation, however, the mast has now been moved further
back from the edge of the footway at the Borough Council’s request
Cllr. Day read a report from County Councillor Rowe on the following matters:-
Parish Partnership Panel – the next meeting is scheduled to be held on
1st September at Gibson Building commencing at 7.30pm.
Tonbridge & Malling Public Consultation - Kent Police Authority will
be holding this event at Tonbridge Baptist Church, Darenth Avenue from
6pm – 7.30pm for young people and 7.30pm onwards for the wider community.
KCC Local Members Board – next meeting will be held on Monday 26th September
2005 at Samays Youth Centre, Snodland. Grants will be considered again,
criteria as last year.
Kent Highway Services - The T & M Officers will be moving to Joynes
House, Gravesend on 6th September 2005. Telephone contact 0845 8247800
is the dedicated number for all local highway queries.
Licensing Act 2004 - Under this Act One Stop, Ditton has applied for a
conversion of its Licence and the Walnut Tree, Ditton has applied for
a variation to its Licence. Any concerns should be sent to Tonbridge &
Malling’s Chief Solicitor, Duncan Robinson.
Safer Kent Awards - Anyone wishing to nominate someone from Ditton who
has made an outstanding contribution to a safer Ditton Community and are
part of the extended policing family, should contact Cllr. Rowe for nomination
forms.

to the Borough Council. A transport assessment has also been undertaken
and a meeting arranged with the Highways Agency to discuss highway issues.

& Malling Area 3 Planning Committee during August.

205. STAFF MATTERS
(a) Groundsman
Members were advised that the groundsman, Mike Sifleet, had tendered his
resignation earlier in the day. He wishes to leave at the end of August
to take up a position as senior groundsman at Allington Castle.
Members expressed their regret at Mike Sifleet’s decision, but wished
him well for the future.
RESOLVED to contact an Employment Agency and Hadlow College to see if
they have any suitable applicants to fill this position.
(b) Assistant Part-Time Bar Manager
The Clerk advised that Kevin Bothwell was admitted to hospital at the
