113. OPENING OF MEETING
The Chairman opened the meeting at 7.30pm and welcomed Mr Derek Kemp from
Rural Business Solutions, who undertake the Council’s end of year closedown
and preparation of statement of accounts. Mr Kemp was attending the meeting
to advise on finance, the end of year statement of accounts, new accounts
and audit regulations, financial legal requirements of Local Authorities
and to answer Members questions.
It was NOTED that it appears that it is unusual in Local Government for
staffing costs to be separated from departments in budgets, as is the
practice in this Council. Discussion took place and it was generally felt
that including staffing costs in budgets may give a clearer picture of
actual expenditure at Committee meetings.
RESOLVED to change the current procedure for budgets and put all committee
expenses, including staffing costs, in their respective budgets.
114. DECLARATIONS OF INTERESTS AND EXPENDITURE
There were no declarations at this point in the meeting.
115. APOLOGIES
Previously notified apologies were RECEIVED and ACCEPTED from Cllrs. Thorpe
and Mrs Throssell and County Cllr. G Rowe.
116. FINANCE
(a) Expenditure from General Reserves
Information previously circulated was READ and the gradual erosion of
general reserves was NOTED.
Members were advised that they should have at a very minimum one quarter
of the total precept in reserve at all times.
(b) 3 Year Plan
A draft plan, which had previously been circulated, to bring general reserves
up to the required level over three years, was READ and NOTED.
RESOLVED to adopt the three year plan as attached, but should income reduce
or management fees change, priority will be given to maintaining the sum
to go into general reserves.
117. INVESTMENT
The commencement of the structuring of the portfolio’s asset allocation
was READ and NOTED.
118. STATEMENT OF ACCOUNTS FOR YEAR ENDING 31ST MARCH 2006
The statement of accounts for year ending 31st March 2006, were READ and
NOTED.
RESOLVED to approve and sign the Statement of Internal Control and approve
and adopt the Statement of Accounts and figures and numbers for inclusion
in the Annual Return for year ending 31st March 2006.
119. CLOSURE
The meeting closed at 8.48pm.
