113. OPENING OF MEETING

The Chairman opened the meeting at 7.30pm and welcomed Mr Derek Kemp from Rural Business Solutions, who undertake the Council’s end of year closedown and preparation of statement of accounts. Mr Kemp was attending the meeting to advise on finance, the end of year statement of accounts, new accounts and audit regulations, financial legal requirements of Local Authorities and to answer Members questions.

It was NOTED that it appears that it is unusual in Local Government for staffing costs to be separated from departments in budgets, as is the practice in this Council. Discussion took place and it was generally felt that including staffing costs in budgets may give a clearer picture of actual expenditure at Committee meetings.

RESOLVED to change the current procedure for budgets and put all committee expenses, including staffing costs, in their respective budgets.
